Specialized Resources
Under the direction and leadership of Sheriff Michael G. Mastronardy, Officer Joseph Kirby provides community service programs to the public and other agencies of Ocean County. Officer Kirby is a certified instructor for both D.A.R.E. and G.R.E.A.T. and he also teaches the Not Even Once program which focuses on avoiding opioid misuse and offers information on treatment and resources for opioid addiction. Officer Kirby is also part of the Crisis Negotiation Team where he assists in responding to critical incidents in the community such as hostage situations and barricaded subjects. Officer Kirby has been with the Ocean County Sheriff’s Office since 2012 and prior to that, he served honorably in the United States Marine Corps. He is currently assigned to the Judicial Services Division/Civil Unit.

Drug Abuse Resistance Education (D.A.R.E.) is a police led series of classroom life lessons taught from Kindergarten through 12th grade. D.A.R.E.’s primary mission is to provide children with the information and skills they need to live drug and violence free lives. It is designed to equip school aged children with the tools that will enable them to avoid negative influences and instead allow them to focus on their strength and potential.

Gang Resistance Education And Training (G.R.E.A.T.) is a gang and violence prevention program reaching out to children in the years immediately before the prime ages for introduction into gangs and delinquent behavior. The G.R.E.A.T. program is built around school-based, law enforcement officer instructed classroom curricula and gives officers the chance to foster strong relationships with students as well as their schools and communities in an effort to deter delinquency, youth violence and gang membership.
